- 7. General.

- a. Background. In order to take advantage of the technology
- widely available within the Federal community and to improve
- delivery of regulatory and guidance materials, GSA has established
- methods to provide Federal agencies with access to the FIRMR via
- electronic means. The goals to be met by these methods of
- electronic delivery of the FIRMR, include preserving the integrity
- of the information, timely delivery of up-to-date information with

- the least expenditure of resources, and providing agencies an
- opportunity to select an electronic delivery method, or combination
- of methods, that best meets their needs.

- b. Sources. The FIRMR is available in electronic form from a
- number of commercial sources. Federal agencies may acquire access
- to these commercial sources by conducting a contracting action. It
- is important to note that GSA has not reviewed these commercial
- data bases and cannot make a determination as to the integrity or
- currency of the FIRMR text contained thereon.

- 8. FIRMR on-line via JURIS.
-
- a. General.
-
- (i) The Department of Justice maintains and markets
- JURIS which is a computerized information retrieval system.
- Originally for use by Justice only, the availability of JURIS was
- greatly expanded as a result of Executive Order 12146, dated July
- 18, 1979. The Executive Order directed the establishment of a
- computerized research sytem for the Federal legal community. In
- response to Federal user needs, JURIS has evolved into a data base
- that is of value to a broad base of users in addition to the legal
- community.

- (ii) JURIS operates on a computer located at the
- Department of Justice Computer Center located in the Washington, DC
- metropolitan area and serves Federal offices throughout the United
- States. The system may be accessed via a subscriber's personal
- computer and JURIS interface software.

- (ii) JURIS has the full text of the FIRMR on-line, to
- include bulletins and temporary regulations. In addition, JURIS
- has a number of other Federal regulations and documents on-line,
- including the Federal Acquisition Regulations (FAR), which must be
- used with the FIRMR when contracting for Federal information
- processing (FIP) resources.

- (iii) Funding for JURIS is accomplished on a cost
- reimbursement basis whereby all the users share the cost of
- operation, data base maintenance and improvements. Currently, the
- minimum monthly charge is $123.00 for use of the complete
- complement of JURIS data bases. The breakout of this charge is
- $68.00 per hour of connect time with a 1-hour minimum per month;
- $5.00 per hour telecommunications charge with a 1-hour minimum per
- month; and a $50.00 monthly subscription charge. Training is
- provided at a cost of $25.00 per person and an on-line tutorial is
- also available.

- b. Agency responsibilities. Federal agencies are
- responsible for --
-
- (i) Contacting the JURIS staff at the address shown in
- paragraph 5 of this FIRMR bulletin to obtain information needed to
- make a determination as to the sufficiency of JURIS to meet the
- needs of the agency;
-
- (ii) Executing a reimbursement agreement with the
- Department of Justice to obtain a JURIS subscription; and
-
- (iii) Because of possible inaccuracies occasioned by
- telecommunications transmission problems, ensuring that the
- hardcopy version of the FIRMR is used when legal or other
- situations require 100% accuracy.

- c. GSA responsibilities. GSA has established a procedure
- for providing an electronic copy of all FIRMR issuances to the
- JURIS staff to be used for updating the data base. Under normal
- conditions, the JURIS data base will reflect FIRMR updates within
- 3 working days of their issuance. GSA has also instituted a
- process for validating the integrity of the FIRMR text as contained
- on the JURIS data base.

- 9. FIRMR on CD-ROM. GSA is currently in the process of
- implementing an agreement with the Government Printing Office (GPO)
- to make the FIRMR, in combination with ReferenceBook retrieval
- software, available on CD-ROM. Details on the availability,
- pricing, and use of this service will be published in a supplement
- to this bulletin.
